  •   Acceptable Use of Electronic Resources (AUP) PUB-4 
    The Library System offers a variety of electronic resources to enhance the educational and recreational needs of Library customers.

    The Scottsdale Public Library seeks to make its services, facilities and programs accessible to all customers, including those who have disabilities.

  •   Confidentiality of Library Records MGT-2
    The Scottsdale Public Library System is required by law (A.R.S. 41.151.22) to not disclose any record or information that identifies a user of library services. A user is defined as anyone who enters the library or uses services. The Library Director, or designee (person with signature authority in Library Director’s absence), is the legal custodian of records, and therefore, is the person responsible for responding to any request for library records or information about a library user

  •   Display and or Distribution of Non-Library Printed Materials PUB-8
    The Scottsdale Public Library System displays and makes available non-Library printed material in the Library in accordance with City of Scottsdale Administrative Regulation 126, Option A. Any materials on display in racks outside the Library are not handled by Library staff and are in accordance with City of Scottsdale Revised Code, section 16-355.

  •   Fines & Fees CIR-4 
    In accordance with the City of Scottsdale Revised Code, § 20-20, all cardholders are responsible for materials borrowed on their card. The Library Director may impose and collect fines for the infringement of the established rules and regulations and may suspend or revoke the borrowing of any book or other material by a cardholder who has failed or refused to pay any fine or to return any book or other material by the due date set by the Library Director.

  •   Free Speech Activity MGT-5
    The City of Scottsdale and the Scottsdale Public Library System respect, value and support the constitutional right of free speech. Members of the public are welcome to use exterior areas around library buildings for free speech activity, subject to the city’s regulations as to time, place, and manner of use, as described in this policy (“Policy”), including the attached diagrams of the Civic Center, Mustang, Arabian, and Appaloosa Libraries (“Libraries”).

  •   Interlibrary Loan PUB-5
    The Scottsdale Public Library System (SPLS) provides interlibrary loan service to improve and expand the resources available to customers. By establishing reciprocal borrowing agreements with other libraries of all types, the Library System supplements its own resources and expands its ability to achieve its mission.

  •   Library Cards CIR-1
    Library cards are issued free to Scottsdale residents, visitors, and residents of Maricopa County. Permanent non-residents of Maricopa County are eligible for a Scottsdale Public Library card upon payment of an annual fee of $43.

    Public programs at the Scottsdale Public Library are to encourage residents to utilize the Library’s services and collections through mission-driven programs and events.

    Library users are assured of fair and equitable access to all library materials.

  •   Materials Donations MGT-4
    The Library accepts donations including, but not limited to, books, magazines, CDs, and DVDs to sell at Library Shops at all library locations or via third party vendors generating revenue to supplement library programs and services.

  •   Materials Selection Policy COL-1
    The Scottsdale Public Library staff selects and acquires materials that meet the interests of our community. The library provides access to materials to support lifelong learning.

  •   Meeting Room Use MGT-3
    Scottsdale residents will have welcoming, vibrant, and dynamic places to meet and share with others at the Scottsdale Public Library. The following regulations shall apply to all library meeting rooms and are in addition to those set forth in the City of Scottsdale Ordinance #2022.

    It is the policy of the Scottsdale Public Library System to maintain a safe environment in all library facilities. Our goal is to provide a positive experience where all library users are ensured open access to library services and programs.

  •   Scottsdale Heritage Connection Collection Development Guide COL-3
    The Scottsdale Heritage Connection, formerly known as the Southwest Collection and/or Scottsdale Collection is a physical and digital place containing materials related to Scottsdale area history, culture and traditions. The physical space is located at the Scottsdale Civic Center Library and the digital presence is accessed through the Library’s webpage and catalog.

  •   Unattended Belongings CUS-3
    To maintain a safe environment in all library facilities, Library staff will monitor unattended belongings/packages left in the Library or on Library premises.

  •   Unattended Children CUS-5
    The Scottsdale Public Library System welcomes children to use its facilities and services. The responsibility for the care, safety and behavior of children using the Library rests with the parent/guardian or responsible caregiver. The Library respects the privacy of all library customers and will intervene only when it considers a child to be vulnerable or at risk.

Notice of library fees change, effective July 1, 2015
  • The fee charged for permanent non-residents of Maricopa County has increased from $30 to $43.
Notice of library fees change, effective June 18, 2014
  • Patrons are delinquent when their accounts reach $10.00.
  • All library debts are discharged when listed in a patron's bankruptcy.
  • Patrons may be given a refund within 30 days of payment for lost items. Return of the library item in reusable condition and proof of payment showing method of payment are required for a refund. Processing fees are non-refundable.
  • Patrons will be notified by mail, email or text when the requested item is available. There is a limit of 12 holds per account.
Notice of library fees change, effective August 1, 2013
  • Increase the Collection Agency Fee from $10 to $15.
  • Charge patrons $1 for each hold that is not picked up by the due date.
Notice of library fees change, effective July 1, 2010
  • Permanent non-residents of Maricopa County are now eligible for a Scottsdale Public Library card upon payment of an annual fee of $30.
  • Library cards for permanent non-residents of Maricopa County will expire annually.
  • Patrons are delinquent when their accounts reach $15.00.
  • Patrons no longer have the option to replace lost or damaged materials but will be charged the cost of the item.
  • Maximum overdue fine for adult materials moves to $10.00 per item (children’s and teen materials remain at $5.00 per item).
